Romania is ready to start installing the first Small Modular Reactors, the first SMRs in Europe

Bucharest, December 18, 2025RBJ – The Romanian Minister of Energy, Bogdan Ivan, announced on Thursday that, in Doiceşti (a town located in the north of the historical Muntenia region of Romania), the final stage of design and feasibility studies for the SMR (Small Modular Reactors) project, small modular nuclear reactors, is underway. The 6 small nuclear reactors, each with an installed capacity of 77 MW, will produce 462 MW in line, at a capacity factor of over 95%. The project will create over 2,000 jobs during the construction period and over 230 permanent jobs for the operation of the plant, the minister added.

“The Doiceşti site is being completely transformed. The works carried out from NOVA investments for the benefit of the Doiceşti SMR Project between 2022 and 2025 included complex and large-scale works, aiming to meet the requirements of the environmental authority and not least the special requirements of a SMR nuclear project”, said Septimiu Costea, CEO of Nova Power & Gas, according to a company press release.

The Nova Power & Gas company owns 50% of the RoPower Nuclear project company, established to develop the first SMR project in Europe, in Doiceşti Romania.

“Nova Power & Gas carried out extensive site development, improvement and conservation works during 2022-2025 at its own cost and with up to 200 employees present on site during the peak period of works, in order to prepare it for the start of works on the SMR plant. This contributes to cost efficiency and compliance with the project schedule in accordance with the plans within the FEED 1 Phase 1 stage,” states the cited source.

“The project has given us the opportunity to create new jobs in the local community. A significant part of the several hundred specialists who worked on the demolition of the former coal-fired power plant, its development and greening come from the Doiceşti area. This entire investment complements our participation in the share capital of RoPower and represents Nova Power & Gas’s active involvement so far in supporting the Doiceşti SMR Project. We will continue to invest in the Doiceşti SMR project, which we consider a crucial project for Romania’s energy stability,” the quoted source says.

Nova Power & Gas initially acquired the Doiceşti site to build a mixed gas and photovoltaic power plant, with storage facilities, capitalizing on its experience from the Câmpia Turzii Energy Complex.

“The project includes an 80 MW photovoltaic park, developed in less than a year and now in operation. The sustainable solution brought the ash dumps of the former coal-fired power plant back into circulation, transforming them into green energy sources, a first for Romania, supporting the generation of renewable, non-polluting energy. The sale of these assets was carried out based on the lowest market valuation of the site among the 3 distinct valuations carried out by 3 separate companies (2 of which are Big4 international consulting companies),” the statement states.

“In Doiceşti we are in the final stage of design and feasibility studies for the SMR (Small Modular Reactors) project, small modular nuclear reactors. I congratulate the Romanian companies, part of this project, who have assumed financing solutions for FEED 2 in front of me and that they will complete this stage by February 28, 2026”, announces the Romanian Minister of Energy.

According to Bogdan Ivan, the technology on which the project is based is the only one in the world that has received 2 design approvals from the US nuclear regulator.

The Minister of Energy specifies that, in parallel, he has requested a clear analysis of the development of other SMR projects in Romania, because we are talking about a safe, emission-free technology, capable of delivering constant energy and supporting the national system for at least another 30 years.
