Poland’s Foreign Minister, Radosław Sikorski, issued a diplomatic note on the matter.

The official handover of Poland’s presidency in the Council of the European Union will be celebrated on the evening of Friday, January 3, 2025.

The lack of an invitation to the Hungarian ambassador in Warsaw is a consequence of the granting of political asylum to former Polish Deputy Minister of Justice Marcin Romanowski (PiS). As Deputy Minister for European Affairs, Magdalena Sobkowiak-Czarnecka, acknowledged that Hungary “has moved to the margins of the European Union” and is “currently the only country in the European Union subject to the rule of law monitoring procedure”.

Poland also criticized Hungarian Prime Minister Viktor Orbán for his visit to Moscow during Hungary’s EU presidency, calling it inconsistent with EU representation norms.

“We confirm that in light of recent actions by Budapest, the Hungarian ambassador is not expected to attend the opening gala. It is up to the Hungarian embassy to decide on representation at another level,” Poland’s Foreign Ministry announced, according to the Polish Foreign Ministry.

Despite these diplomatic tensions, Sobkowiak-Czarnecka emphasized that Poland is ready to assume its presidency duties, with a focus on key priorities such as security and competitiveness.

Polish Foreign Minister Radosław Sikorski criticized Budapest’s decision two weeks ago to grant political asylum to the former deputy justice minister, who is wanted for corruption, calling it a “hostile act” against Hungary. “If Hungary does not fulfil its European obligations, Poland will also ask the European Commission to initiate proceedings against Hungary under Article 259 of the Treaty on the Functioning of the European Union,” the Foreign Ministry warned in a press release. Article 259 states that “A Member State which considers that another Member State has failed to fulfil an obligation under the Treaties may bring the matter before the Court of Justice of the European Union.”

Polish police have been trying to track down Minister Romanowski since last week, after a Polish court approved a request for the lawmaker’s temporary arrest. After unsuccessful searches, prosecutors issued a European arrest warrant for Romanowski, citing evidence that he was abroad. Hungarian Prime Minister Viktor Orbán spoke of a “legal procedure” when asked about the controversial decision as he left the European Council summit on Thursday.

Romanowski served as deputy justice minister from 2019 to 2023 under the government of the former nationalist and conservative PiS party.

Today’s decision by Warsaw puts another iron plate on the functioning of the Visegrad Group (which also includes the Czechia and Slovakia), an “alliance” of friends that has proven to be a sandcastle, due to the whims of each member and the unviability of such a regional organization within the EU.
