Romania joins the EuroHPC – AI Factories network, contributing to the development of a competitive and ethical European ecosystem of artificial intelligence. Bucharest invests in its own artificial intelligence center, to be at the forefront of European innovation

Bucharest, October 12, 2025RBJ – Romania enters the digital elite of Europe. Our country has been selected among the six European countries that will host artificial intelligence centers within the EuroHPC – AI Factories initiative, and will build its first national infrastructure dedicated to this field – RO AI Factory.

The project is coordinated by Politehnica Bucharest and the National Institute for Research and Development in Informatics – ICI Bucharest, in partnership with a consortium of academic, research and industrial institutions.

“ICI Bucharest and Politehnica Bucharest will build the first national infrastructure dedicated to artificial intelligence. Romania is taking a major step in strengthening its digital and research capabilities, becoming a key player in Europe’s digital transformation,” said PSD MEP Victor Negrescu, Vice President of the European Parliament, who announced our country’s selection within the European program.

Supercomputer and services for research, startups and administration
RO AI Factory will include a state-of-the-art supercomputer optimized for AI applications, along with infrastructures, datasets, software tools and training programs, according to a press release from the Polytechnic University of Bucharest. These resources will be made available to universities, startups, SMEs and public institutions, in strategic areas such as industry, cybersecurity, life sciences, digital public services and autonomous systems.

“With this strategic investment, Romania is sitting at the table of major European players in the field of artificial intelligence. Politehnica Bucharest has the tradition and human resources necessary to transform this project into an engine of scientific and economic progress,” said Mihnea Costoiu, rector of the National University of Science and Technology Politehnica Bucharest.

A success achieved through collaboration
Under the coordination of ICI Bucharest, the project aims to transform small and medium-sized enterprises from simple users of technology into active actors of innovation, offering them access to modern infrastructures and training programs.

“RO AI Factory will be the cornerstone for future European AI infrastructure projects, paving the way for new investments and international partnerships. Romania can play an important role in the digital transformation of Europe,” emphasized Adrian-Victor Vevera, general director of ICI Bucharest.

Victor Negrescu emphasized that this success came after several failed attempts and thanks to the collaboration between academia, research, industry and administration. “The result confirms that when we join forces, Romania can be at the forefront of European innovation,” the MEP wrote on Facebook.

Romania, in the European network of AI Factories
RO AI Factory will be co-coordinated by ICI Bucharest and Politehnica Bucharest, bringing together a national consortium formed by the Technical University of Cluj-Napoca (UTCN), INCDSB, Transilvania IT Association (ATIT), the Research Institute for Artificial Intelligence (ICIA), the National Council of Small and Medium-sized Private Enterprises in Romania (CNIPMMR) and the Association of Digital Innovation Hubs in Romania (RoDIH).

Romania thus becomes an active part of the EuroHPC – AI Factories network, contributing to the development of a competitive and ethical European ecosystem of artificial intelligence. Alongside our country, similar centers will be created in the Czech Republic, Spain, Poland, Lithuania and the Netherlands, all states with experience in the field of supercomputing and advanced technologies.
