The central public authorities will be able to requisition units of material and equipment necessary to combat the COVID-19 epidemic and prices may be capped on medicines and medical equipment, on strictly necessary foods and on public utility services, stipulates the decree establishing the state of emergency in the territory. Romania.
According to the first emergency measures with direct applicability in the economic field provided in the decree, the Government can adopt measures to support the economic operators in the areas affected by COVID-19, and the central public authorities can requisition material production units and equipment necessary to combat this epidemic.
During the period of emergency, the prices for medicines and medical equipment, for the food of strict necessity and for the services of public utility (electricity and heat, gas, water supply, sanitation, fuels, etc.) can be capped, within the limit of the average price from the last 3 months before declaring the state of emergency, the decree also provides.
Also, the central public authorities, as well as the legal entities in which the state is a majority shareholder, will be able to directly purchase materials and equipment needed to combat this epidemic, and the Ministry of Economy, Energy and Business Environment will release, upon request, the economic operators whose activity is affected in the context of COVID-19 emergency situation certificates based on the supporting documents.
The beneficiaries of the European funds affected by the adoption of the emergency measures provided in this decree will be able to decide, together with the managing authorities / intermediary bodies, to suspend the financing contracts concluded according to the law.
At the same time, the decree specifies that measures will be taken to ensure continuity in supply, respectively extraction, production, processing, transport, distribution, supply, maintenance maintenance and repair of resources and raw and / or semi-processed materials necessary for the proper functioning of the national energy system, such as and ensuring the continuity of its operation and all public utility services. The validity of the documents issued by the public authorities that expire during the period of emergency will be maintained, the document also mentions.
