Bucharest, July 18, 2025 – RBJ – Marshall and Romaero, a leading European aerospace maintenance and manufacturing company, announced today a strategic collaboration that provides a comprehensive framework for planned factory-level maintenance (PDM) of current and future C-130 Hercules aircraft operated by the Romanian Air Force (RoAF).
As Romania seeks to expand its sovereign air capability, the Ministry of National Defense has launched an ambitious program to modernize the Romanian Air Force’s C-130 aircraft fleet, including the replacement of existing fuselages. These plans will substantially increase the scope and scale of in-service support activities to be undertaken for aircraft maintenance.
The new agreement establishes a comprehensive framework for Marshall and Romaero to provide all anticipated aspects of sustainment of the RoAF’s C-130 aircraft fleet. Working together, Marshall and Romaero will develop and deliver plans for factory-level scheduled maintenance, including supply chain management for equipment and materials.
Marshall will also provide technical support for repairs, airworthiness assessments and technical publications, strengthening Romaero’s presence in the country to keep the Romanian Air Force’s aircraft ready and capable of missions.

The framework for the collaboration was defined in an initial Memorandum of Understanding (MoU) between the two companies, signed at Marshall’s headquarters in Cambridge, UK. Maintenance work on the first aircraft is expected to begin in 2026.

Romaero will perform maintenance and engineering work for the aircraft, nationally, from its hangar located near Bucharest Băneasa Airport.
